$73M US Government Funded ''WestPoint of Afghanistan'' Completed

KABUL, AFGHANISTAN / ACCESSWIRE / March 28, 2018 / The Marshall Fahim National Defense University of Afghanistan (MFNDU), a $73M flagship project, has been completed in the Qargha area of Kabul Province. Dubbed the ''Westpoint of Afghanistan,'' the project included multiple academies for the Afghan National Army including the Joint Service Academy, a Non-Commissioned Officer Academy and the ANA Officer's Academy. Additional elements include the Cultural Affairs, Legal and Language Schools and a Library.

The project was completed by Dubai based Macro Vantage Levant (MVL) for the US Army Corps of Engineers (USACE). MVL was awarded the project after the initial awardee, now defunct Lakeshore Toltest Company (TLC), failed to complete the project. The USACE then took on the oversight of the project to bring it to successful completion and subsequently chose MVL as the ''Best Value'' awardee after a competitive Full and Open selection process. USACE Area Contracting Officer stated that ''MVL's management of the MFNDU project at full manpower postured the Contractor to complete the project ahead of schedule and to our Client's total satisfaction.''

The National Defense University project was one of the last remaining major projects of its kind under the direction of the Combined Security Transition Command, Afghanistan (CSTCA), who is responsible for training and equipping the Afghan National Army and the Police Forces. The University is considered a cornerstone of the program, and vital to the successful fielding of Afghan forces. The US Government and Coalition Force had been highly concerned about completion of the MFNDU and the ability to continue training Afghan Defense Forces at the National level.

Prior to USACE oversight, the project was initially halted when LTC failed. After award to MVL, immediate threats to the continuation of the project included an early project suspension due to the debarment of an onsite supplier, and a highly publicized theatre-wide investigation into the safety of fire-rated doors that had been specified for MFNDU and many other projects throughout Afghanistan. MVL was able to overcome these challenges and complete the project on time and on budget to the full satisfaction of the government. The performance of MVL on the project earned them the highest ratings from USACE in all areas including Management, Quality, Cost Control, Schedule, Safety and Warranty.

MVL, a fast-growing Dubai-based construction company, was selected for MFNDU on the heels of completing three large-scale projects for USACE in the high-threat provinces of Helmand and Khas Kunar. MVL was able to bring the MFNDU project back to life and quickly move forward to completion.
